I usually just use a number 2 pencil and copy paper for my webcomic. But since I scan my deviant pics to color them I normally will use anything. In the past I've used the inside of frozen waffle boxes, the flat cardboard card in peanutbutter cups packs, basically anything flat and paper like I'll use.
Coming from a sculpture background, the materials almost always determine exactly what you are going to make, but it never stops you from making something. I do agree the right tools for the right job is a good rule to follow, but improvisation and adaptation are always great challenges to any artists growth.
The only materials I have are a number 2 pencil and typing paper. I need to upgrade quickly if I want better looking artwork. Until then I'm useless to myself.
the better your tools, mixed with your skills will equal in a better outcome. I mean I'm a tattoo artist on the side, and my answer should be "I will draw with pretty much anything on pretty much anything" cause I have to draw on skin from time to time... but the right tool for the right job always helps.

im going to test ps cs4 coz´ it now have rotation and well maybe i will like it
painter is also a really really good app it have full tilting suport and you can do sketches is more natural
however paper (Dw)is fun to do (sometimes)
i use wooden with a no too sharp (mostly blunt) graphite
although the tools can make a difference, great art can come from anywhere or anything.
