Practice and Diligence is what makes you a better artist
BUT
being born with a personality thats interested in art and drawing is where it starts. so the whole 'born with talent' thing is moreover 'born with the attraction to art and drawing'
You cant have one without the other. Lets say you practice all your life and you dont even take to art all that much emotionally, but you have amazing study habits and you work hard to meet criterias, and deadlines for crap. Wheres the creative swing? and the spark that your passion and love for what you do does to your work? The flare is dead if you dont even want to be doing art, and you'd rather spend your time doing something different. And Im pretty sure artists that spend years working to improve do it because they want to, and they like to.. (I mean, even if they have to to make money, you'd still have to enjoy it somewhere)
Personalities born with a visualistic mindset, and are attracted to artwork and drawing, but have horrible study habits and sketching abilities are quite common, especially when an artist first starts out.. You know, those tykes that start out drawing something their obsessed with, like wolves, anime or certain styles? You start leanring how to practice drawing and proper ways to approach art by LOVING art first. By LOVING something so much that you want to recreate it on a piece of paper. Then your imagination grows and you start feeding off of the things you've learned... and then you develope the dilligence and practice to further your talent!
Artists that love love love, but dont have the right study habits and sketching abilities to work and improve lack in the art they produce. But to me, I think these kind of artists are so interesting because you can see how hard their trying to convey a character or idea, and it seems somewhat more attractive than pristine and exact pieces..
If drawing ability was heaven sent I wouldn't need to practice, everything would always come out top notch. I've asked myself that millions of times almost doubting myself at times. I think with pracrice you will become gifted with your work. Trust me No matter how much I pray I'm not getting any better at my work. Not gonna close your eyes then open them and your drawings magically appear in front of you perfect. The Big guy is in everything and everywhere but sometimes you have to show your really after whatever your going for to get results.
I have tried to learn how to make music on guitar. Tried and tried... decades. I could always play cover tunes to the last note, but never make my own music. I will never learn how to make music, and I am OK with that. However, there are people who can make music when they are 4 years old.
Nope, I only learned how to play guitar, not make music.Making music and playing a guitar are different. I can only play other people's music... cover tunes. I can't seem to ever be able to make my own music.
I see it as a bit of both (As much as I hate to say from seeing many examples...) but with more of it being a natural talent than just being something that pure hard work will bring. I think that anyone can learn to draw but there are certain folks who can go beyond the norm as if they were born with those abilities.

I dont know, those are just my thoughts.
There wasn't "both" so I didn't cast my vote.
Further more, if you are an artist and never practice, you will NEVER be great at it.
This is comparing apples to oranges.
The second statement is always true.
