First, Urien might be Greek. That isn't really confirmed. Street Fighter's version of the Illuminati have strong ties to the Grecian and Egyptian empires but their exact origins are unknown. They are said to be thousands of years old, so that could start predating established countries.
Urien's stage in 3rd Impact is in Mexico but that isn't considered his country of origin but instead a location the Illuminati controls. The best guess anyone can make based on Capcom's convoluted and often contradictory information is that Urien and Gill are from Cyprus. It's complicated because Capcom mixes together a TON of imagery from multiple cultures in an effort, I think, to make them cultureless.
Now... as for his transformation... I just think it's something they wanted to do that was visually cool. He goes from a disguise of sorts to his fighting form. His skin turns bronze and his hair silver but it's not for cosmetic reasons alone. While his brother controls fire and ice, Urien controls fire, electricity, and earth. It can be assumed he is turning to a sort of organic metal when he transforms.

I think that's probably also a lot to do the whole hubris theme.

I heard it was metal and electricity, and yeah, that's pretty much what I already assumed. Just a visually cool idea that they picked up from all the Vs. games, which is how Twelve came to be, I suspect. I notice that when you hit him, and he blocks, there's this metallic clanking sound. I only assumed that victory animation where he punches the ground and a guiser of flame erupts is something that also looks cool, but that isn't relevant to his story (i.e. he can't control fire).
Care to answer my other Urien-related query on the other picture from the first page of the "popular" search results?
